Analisis Naratif Kebijakan Reformasi Birokrasi di Indonesia 2005-2025

Abstract
Penelitian ini bertujuan untuk mengidentifikasi komponen narasi reformasi birokrasi periode 2005-2025, menganalisis perkembangan narasi reformasi birokrasi, dan memberikan rekomendasi untuk penyusunan narasi reformasi birokrasi 2025-2045. Penelitian ini menggunakan pendekatan interpretivisme dengan metode naratif yang menempatkan narasi sebagai sebuah simbol dari struktur makna yang terbentuk secara historis serta hidup dalam masyarakat, budaya, dan lembaga. Peneliti menggunakan (i) konsep kerangka narasi kebijakan dari Elizabeth A. Shanahan untuk mengidentifikasi komponen narasi reformasi birokrasi serta (ii) teori reformasi administrasi dari Christopher Pollitt dan Geert Bouckaert untuk mengidentifikasi substansi reformasi. Hasil penelitian menunjukkan bahwa narasi besar reformasi birokrasi di Indonesia tertulis dalam dokumen perencanaan pembangunan jangka panjang dan jangka menengah. Narasi tersebut juga tertulis dalam dokumen desain besar dan peta jalan yang bersifat lebih operasional. Narasi tersebut terbangun dari konteks, karakter, pesan moral, dan plot yang secara umum menceritakan permasalahan birokrasi, intervensi kebijakan, serta tujuan akhir dari reformasi. Kesimpulan penelitian adalah bahwa konteks reformasi birokrasi di Indonesia selama 20 tahun tidak mengalami banyak perubahan, dengan karakter birokrasi yang antagonis, plot perubahan ke arah yang lebih baik, dan pesan moral yang seragam. Hasil penelitian merekomendasikan agar pemerintah membangun narasi yang memuat identifikasi persoalan secara menyeluruh, karakter yang positif, dan intervensi kebijakan yang terarah
